Proponents of the controversial Reproductive Health (RH) Bill are urging Malacañang to push through with its passage despite the reported withdrawal of the Catholic Bishop’s Conference of the Philippines (CBCP) from the third round of dialogues with the government. Ramon San Pascual, executive director of the Philippine Legislator’s Committee on Population and Development Foundation, Inc. (PLCPD), said in a statement that, while he is disappointed in the CBCP’s decision, "this development does not surprise us, [as the] CBCP has long been trying to block RH from floor deliberations and approval."
However, San Pascual remains optimistic that the Palace will fulfill its mandate consistent to the five-point position on responsible parenthood (RP). He adds, “Since [the] CBCP will never change their opposition on contraceptives, it is best if Malacañang would just terminate the dialogue with [the] CBCP and adopt RH as part of its legislative priorities.”
Meanwhile, Barangay Ayala Alabang released a statement for the decree they call the Protection of the Unborn Child Ordinance of 2011.
In the report posted on AlabangBulletin.com, the ordinance specifically prohibits "any person to hold, conduct, or teach compulsory sex education without prior consultation with, and written permission of, the parents or guardians of minor students in any school, public of private within the territorial jurisdiction of the barangay."
The ordinance also states that no barangay funds are to be used "for the purchase or provision of contraceptives." Also, "no drug, chemical product, or device capable of provoking abortion or preventing contraception shall be delivered or sold to any person without a proper prescription by a duly licensed physician."
Lea Salonga reacted to the ordinance on her Twitter page, saying, "I agree that the pill needs a prescription from a doctor. But a piece of latex? Come on."
Jim Paredes asked this question, "If you wear a condom entering the village, is that tantamount to possessing and using illegal drugs?"
Staunch RH supporter Carlos Celdran had this to say, "REALLY Ayala Alabang? Hilarious."
