I think your answer should depend on your style and on the job requirements you are applying for.
Una una, I have read na yung iba, nagsasabi ng name at taga-saan sila at family background. Pero para sakin - I don't have to state my name, eh nasa resume ko na kaya yun. So I would just highlight my past experience and skills which mirrors the job description of the position I am applying for. This should somehow help convince the interviewer that I am the right candidate for the role.
For English, style ko kasi, mas professional ang dating kasi pag english ang gamit mo, maliban nalang kung tinagalog ka na - idescribe mo sarili mo. Pero kung sinabi, tell me about yourself, then you should also answer in English. Kung nahihirapan ka, try ka lang mag attend ng mag attend ng interviews. For each rejected interview, treat it as a learning experience, reflect on what you should have done better para you can do better sa next, until you can nail on the job.
Tapos, watch more shows in English than Tagalog, read magazines/newspaper (na english), watch CNN muna 1-2 weeks EVERYDAY for your interview. This way, kahit papano, babaluktot ang dila mo ng konti para makapag straight English.

Tapos, practice also in the mirror, have a list of anticipated questions and know how to answer them in straight English. So kahit papano, kung nagstammer ka during the interview, meron ka ready answers to fall back on.

how should i answer why i want to shift in the it industry?
Ako, usually I would say something like I do not want to limit myself to one industry, or be labelled as a "car" employee (let's say you are in the autombile industry), I also find IT very interesting as it is very dynamic.
puro matanda na kasi sa present company and everyone's too serious for me.. sa it kasi based on feedback from my sis, karamihan bata bata pa or di kaya young at heart.. i dont want to feel old while im still young.. hehe babaw ba? plus i think i would fit more here as there continous developments in the field..
I don't think it is in the industry na puro matatanda nagw-work. It could be sa company mo, and it is not a characteristic of the industry. Unless you would say your company is already in a very mature industry, na papatay na or steady state lang at wala masyadong changes, etc.
also, in my present company, no outings, limited conversations becasuse we're not allowed to talk to each other duirng office hours (even if abt work), boss has favoritism and is actually promoting politics between us, boss doesn't listen to new ideas, no professional growth anymore - we're provided seminars but not allowed to use our learnings..
Again, something wrong about your company. It is not the industry.
In answering the original question, you should focus more on the positives of the new industry you want to join rather than criticizing the current industry/company you are in.
Ive been working in retail industry for almost 8 years, and now I'm thinking of moving to another industry. Mostly because the pay is better, but of course I cant really tell that during the interview. So how can I answer being asked why the shift in the industry?
Instead of saying that the pay is better in that industry, puede mong sabihin na opportunities in that industry seem endless - tapos state an example how you have seen people move or promoted or even used it as a stepping stone to achieve their long term goals.
