My husband works for the DFA as Vice-consul, and he's asking why is that country asking you to surrender your passport when a PH passport is PH government property, not personal property. Anyway, if that is what's the other country is asking you to do, then as what TysLolakins advised above, go to the PH embassy there, present at least one of the ff: your birth certificate, passport (if possible), marriage contract, or Voter's ID, to re-acquire your PH citizenship. Once you re-acquire your PH citizenship, the PH embassy can issue you a new passport. You can visit cfo.gov.ph (look for dual citizenship) to know the other requirements. But my husband advised na asikasuhin mo muna naturalization mo dyan, kasi you have to be a naturalized citizen of that country first bago mo mare-acquire yung dual citizenship. You have to present pa kasi sa PH embassy yung proof of naturalization mo dyan sa other country.
