When we went to cingjing and he huan shan from last February, we took the bus lang (i think there was a promo with e-go bus company at the time, it was only NT$ 1400-1600 if i remember it right. ride is around 3 hours). We got off at Cingjing, booked a hostel, then signed up for a he huan shan tour with our hostel the next day. If you include sun moon lake, it may be better if you take the local or high speed train to nantou, then from there may mga bus siguro na papuntang cing jing (not sure which bus number and which bus company, pero if mag overnight kayo in sun moon lake, you can ask your hotel to help you book). hope this helps
