Who is this visa for?

This paragraph simply means this: hindi porke Australian citizen or PR ang asawa mo ay automatically pwde pumasok at tumira permanently sa Australia just because ang napangasawa mo ay citizen/PR. Kelangan pa rin holder ka ng tamang visa. In this case, a Permanent Partner Visa holder.
Permanent partner is different from Permanent Residency. I'm not married to an Australian,nor was I ever linked to anybody Australian but this much I know.Meaning lang ng permanent partner, magkasama pa kayo after 2 years,pwede ka maglabas-masok ng Aussie but this does not grant a PR status,i-a-apply pa rin yun.Iba naman visa namin mag-asawa dito,we're on a 457,we've been told we can apply for PR after a year and a half kasi it takes time and by then,ma-meet na namin required PR requirements.

magkapareho lang ang Permanent Visa and PR visa. 801 is almost the same as Subclass 100, the only difference is ang Subclass 100 is for those who na nagapply ng Partner Visa Offshore (Subclass 309). Since I applied mine Onshore, it is Subclass 820, then 801.

Unfortunately, that clause does not apply to Permanent Partner Visa holders as I've mentioned above. Kitang kita sa link, pang Skilled Migrants lang yan so I don't know why sya nabring up dito when we're discussing about Partner Visas? For Migrants na Family Members, in this case, Partner (married or de facto man), ang requirement lang before ka mabigyan ng Permanent visa ay you stay married for 2 years.
I did get an email a few months before kami mag 2 yrs ng asawa ko and that's only to let me know na kelangan pa magsubmit ng requirements to prove na kasal pa rin kami. Pero wala ng application fees na babayaran.
I lived in the Philippines for at least 6 months while I was a holder of a Temporary Visa. So maximum 1.5 yrs lang ako nakatira sa Australia within that 2 years before I was conferred my Permanent visa. If what you said is right about "Permanency Residency is physically being in Australia for 2 years", edi dapat hindi ako binigyan ng PR dahil hindi ko nasatisfy yan requirement na yan at all. Kaso hindi nga sya requirement para sa Partner visa holders
