NY has subways very accesible you can buy their metrorail card unli for 7days i think its around 40usd?
San Fo has bus you can buy their clipper card it can be used in all their transportaion, i think LA has the least bus kaya we rented a car to get around LA.

^ There are a lot of options in SFO airport: Enterprise, Hertz, National, Avis, and etc. Check with your credit card company if they are partners with an international car rental company to save you on costs/insurance.
