What?s up with woody juiceless citrus fruits lately?

So we?ve all experienced woody, rubbery, inedible chicken (or if not you?ve led a charmed life). Lately I have been buying citrus fruits, specifically limes, and there?s NO juice in them. Wtf? Not dried out, totally fresh and normal looking on the outside but the inside is weird like the chicken. The little pockets that usually hold juice are basically solid or gel-like and the pith is woody. You cannot squeeze them. I have had issues over the last 2-3 weeks buying bags of limes from Fred Meyers, Costco and I think Trader Joe?s so it?s not just one store or from one farm. Like if I buy a bag of 6 limes, 2-4 will be like this.

Has anyone else experienced this or can explain what this is?
