Best dresses for trip to Europe

Hi! I'm going to Portugal and the Netherlands in early-mid September. I'd love recommendations for functional, cute dresses (or tops and pants if that's more your go-to!) for traditional tourist activities and also visits to the cafes, date night dinners, the whole deal. Something that could swing between both climates w/ layers. I'm looking for links/specific brand recs of items you love rather than general advice which will overwhelm me since I'm not sure where to shop

For dresses I'd like to stay under $100. Tops $25-50, pants or shorts $30-80. If you can provide any sizing context to the brands you recommend I'd greatly appreciate it! Thank you!!
