Dry skin around eyes remedy?

Allergies have been kicking my butt this year and I?m always tearing up. It looks like I?m crying literally all the time. Because of this, the skin around my eyes has gotten so weak and irritable because I?m always wiping tears always. It?s also somehow dry? I think because I?ve wiped it so much that it?s just scarring up and drying up? I don?t know if that makes sense.

I wash my face nightly with either a goat milk and oatmeal soap, or a cetaphil face soap. Sometimes I use the fourth ray rainfall serum, but other times I skip it and just put on cocoa butter and then pack on Vaseline around my eyes before I go to sleep.

It?s not working though. I have a dry patch on one of my eyelids that peels every few days. I don?t know what else to do. I look so bad. Any other recommendations would be appreciated.
