You should look for a center who has impeccable feedback.  There are so many people looking to remove their old tattoos gone bad, you don't really want to add to that number   

I did my eyebrows abroad, but there are lots of really good eyebrow artists in the philippines.  Just make sure to come for consultation, and see the work of the artist before deciding.  That's how it should be.

With centers like pretty looks, you don't know how much training the aestheticians have before handling you.  If you can afford the owners, that would be more ideal.
