[GOOD NEWS] LANDBANK SETS UP OFW BANK, READY BY SEPT '17

The Land Bank of the Philippines is due to set up by September next year a bank partly owned by overseas Filipino workers (OFWs) and with an authorized capital of P3 billion.

Finance Secretary Carlos Dominguez III said that while the requirements and procedures to establish the OFW Bank are still being completed, the LandBank will set up a representative office in Saudi Arabia to cater to the banking needs of some 800,000 Filipino workers based in that country.

Dominguez said the OFW Bank will be established through the LandBank?s acquisition of the Philippine Postal Savings Bank, which will be converted into a LandBank subsidiary that will be owned 30 percent by OFWs.

"The acquisition of the Postal Bank will be completed by the third quarter of  2017, after all required procedures are completed and approvals are secured. The LandBank has sufficient resources to complete this transaction,? said Dominguez, who chairs the LandBank board of directors.

As of Sept. 30 this year, the LandBank ranked as the country?s 4th largest commercial bank with a total capital of P90.9 billion and assets amounting to P1.3 trillion.

A bank dedicated to the needs of OFWs is one of the promises of President Duterte to Filipino migrant workers.

LandBank president Alex Buenaventura said it would take eight months to accomplish the requirements that would convert the Postal Bank into a LandBank subsidiary.

"The OFW bank will be a listed company with  an authorized capital of P3 billion and a  subscribed capital of P2 billion, of which P1 billion is paid-up by the LandBank. Another P1 billion will be open for subscription to OFWs who can acquire them by buying shares in the bank,? Buenaventura said.

"The LandBank will have to seek clearances from the Governance Commission for Government Owned and Controlled Corporations (GCG) and the Philippine Competition Commission (PCC), as well as approvals from the Monetary Board, Securities and Exchange Commission (SEC) and the Bangko Sentral ng Pilipinas (BSP) for the OFW bank to be operational by Sept. 1, 2017.

"We are going to do focus group discussions with representatives of our target markets to determine where and what services are needed, and what name and logo to adopt for the bank,? Buenaventura said.

Dominguez said the LandBank ?will seek to establish a unit in Saudi Arabia to assist the OFWs there? while the OFW bank has yet to be established.

Buenaventura said LandBank decided to open the Saudi unit in Riyadh because 40 percent of OFWs based in that country reside there."

The LandBank unit will be opened near the Philippine labor office or near a place where OFWs usually converge and meet,? he said

Buenaventura said the Riyadh unit will initially offer financial education and investment counseling services to OFWs.

He said that starting Jan. 2, the LandBank, with the involvement of the Commission on Audit and the BSP, will begin undertaking due diligence to start the process of converting the Postal Bank into a LandBank subsidiary.

The LandBank would also have to draw up a purchase agreement and amend its articles and bylaws to formalize its acquisition of the Postal Bank, he added.

Medyo naconfused ako kay Presidente sa statements nya kahapon.

Gusto nya pa amend ang provision ng constitution about Martial law. Sa 1987 constitution kasi meron say ang Supreme Court and Congress sa Martial law. They can revoke it kahit mag declare ang presidente. Ang gusto ni Duterte ma amend ang law in such a way na prerogative lang ng presidente ang ML. Hindi na kailangan ng approval ng SC and congress.

Confusing lang kasi few weeks ago lang he said he will never declare ML (I was able to watched his speech about this), as per him, hindi nakabuti sa buhay ng mga tao ang ML dati so bakit nga daw sya mag declare?

and now, he wants to amend the law?

Medyo nawiwirduhan ako minsan sa kanya magbitiw ng salita.  Ok ang Martial law if the government can assure the public na 100% walang abusado na militar at pulis. Unfortunately,  we all know na marami man matino na pulis at militar, marami din abusado kahit ngayon.

last night, a headline was released by radley balko saying that duterte threatened to kill journalists and killed one. ayun, kinuyog twitter nya. but this is really alarming! kung ano2x nalang binabalita nila about duterte. in all objectivity, pag natanggal si duterte as president, mark my words, this will be the biggest loss the philipines ever have. not because he is the greatest president, but because at this stage of our country, we need a leader like him. sincere for his love for the Philippines and shrewd and strong in pursuing such love. no other political leader out there is like him.

Ang point ni Duterte sa ramblings speech nya, when there is a grave situation, the President kailangan pa ng maraming ek ek para magdeclare martial law, e pano kung kailangang kailangan na. Emergency nga. Or ala Designated Survivor scenario, na konti na lang matira.

Under our present Constitution, the President has the duty, within forty-eight hours of his proclamation of martial law, to submit to Congress a report on his proclamation in person or in writing. For its part, Congress has the duty to convene within twenty-four hours following the proclamation, and to deliberate on the proclamation. Congress will then decide on whether or not to revoke the proclamation and lift martial law.

Also under our Constitution, the Supreme Court is given unquestioned authority to review the sufficiency of the factual basis of the proclamation of martial law.

The Liberals and his supporters can twist things regarding Martial Law. I will understand na medyo ma-alarm ang mamamayan regarding this issue because of what happened in history. But putting myself in Duterte's shoes, which I can safely assume wala talagang balak magtagal sa pwesto, complicated siguro bago makapag-declare ng Martial Law in emergency situations. Kasi hindi lang naman civil unrest or military coup ang pwedeng maging dahilan. How about natural disasters. I maybe watching too much Alex Jones and InfoWars...lol...pero parang merong syang alam na possibility na merong hindi magandang mangyayari in the near future.

I believe every President is given a daily intelligence briefing by the ISAFP and other intelligence arm of the PH, not to mention ng CIA, and other friendly countries if it involves mutual concerns. So, marami talagang alam ang bawat Presidente, at nasa desisyon na nya kung ano sa tingin nya ang nararapat.

Which leads me to and echoing one of the pronouncements of someone from the Palace. Dapat, sabi nya, mag adjust naman ang media kahit papano. Or umintindi naman, na iba iba ang personalities ng bawat tao, and most importantly, tradional politics in its broadest sense, is now a bygone era. Ang reporting style kasi nila, panahon pa ni kupong-kupong.

When it comes to Duterte, pakiusap ng spokesman, kung hindi naman policy-making, meaning may event na may inissue sya na EO, laws, etc either repealing something or making things, wag ng patulan kung anuman sinabi nya literally or even figuratively. Ex. kung may sinabi si Duterte na i will break with the US, then wala naman syang ginagawa para talaga mangyari yun, dedma na or in passing na lang sana, wag na palakihin. Kasi, suma total, it's all talk.

Dapat nilang i-news kung imminent or nangyayari or nangyari na. Wag silang masyadong epal, adelantado, narrow-minded and tabloid sensationalist.

Natatawa na lang ako sa sinasabi nilang politically motivated appointment ni Mocha; ganun din naman when Boy Abunda's partner was appointed (so were Ogie Alcasid's dad, Dingdong Dantes) yet there were no outcries from showbiz folks; lumilitaw lang talaga paging elitist nang ibang mga taga-Showbiz. She has liberal views especially when it comes to sex yet nasaan uli ang ingay nila when someone affiliated with the INC was appointed to MTRCB (was it Gladys Reyes?). I don't agree with Mocha's fanaticism pero hindi lang talaga mawala sa isip ko whatever she does some of these elitist showbiz folks mababa pa rin tingin sa kanya (unless she hooks up with a billionaire ala-Gretchen B).

Ako naman let the person do their job first then sa susunod na ako iingay pag hindi maganda. Lisa Dino did a good job with the current filmfest; what is good about the MMFF committee (Juana Change was in it) parang iba't iba ang politics nila but they seem to work good together.
