Legal Advice Regarding Debt of a Seafarer's Wife

This is a question from a friend.

My friend was approached by a friend of a friend who happens to be a seafarer's wife if she can book them airline tickets for their children. She promised to pay her the next day , it was past 11pm that time. So out of pity and because of the necessity of the situation, she agreed. So needless to say, its been more than a year and they havent paid yet. When she approached the husband (seafarer) reagrding the dilemma , he just brushed her off and said that he already sent the money to pay for it to his wife, he said that she should ask the wife for the money not him.

Question is, is there any case that she can file? The amount in total is 25k plus. Can she make a complaint sa poea or seafarers agency regarding this.
