Ok, before anything else, I suggest writing "putting a toddler to bed" not, "putting a toddler to sleep"... kasi parang tunog euthanasia naman yun isa...
Now onto my two cents:
Setting a routine is very important. If you let your child wake up late, of course, he will have breakfast late, lunch late, nap time late...and so on. Try waking him up at a reasonable hour for breakfast (mine wakes up at 6AM), and set activities for him during the day. When my son was your child's age, he had two nap times - one in the morning after breakfast, magigising around 11 am, then lunch, then nap time sa hapon for about two hours (I tell my yaya to make sure my son does not sleep beyond 4pm), then some more play time, then dinner. My son has his bath time at 7pm, then after that he settles in for "gentle play" like blocks, books, colour/drawing, or watching nursery rhymes on my iPad.
Then i make sure I turn down the lights and no tv sa bedroom, he settles in na after drinking his milk. Tapos pag pagod na sya mag turn ng pages ng book nya or manood ng nursery rhymes, he will give me the book or the ipad then tutulog na sya, usually around 8:30 pm. By 9pm, tulog na sya, either in his bed na or pag sa bed namin sya nakatulog, ililipat ko sa bed nya - he sleeps in his own room. Once he's already asleep (and not in our bedroom), hubby and I are free to turn the tv on or get ready for bed ourselves.
