NC II for culinary arts

Hi mga sis!

Not sure if nasa tamang page ako, pero ask ko na den. My brother kase is planning to study in a culinary school. Ayaw na kase nya ituloy yung BS HRM course nya dahil hindi naman daw nya matututunan yung mga ibang subjects sa pagluluto! I am financing for his studies but I dont know the culinary world dahil sa recruitment ako nagwowork. Meron na kong mga schools na nakita and they offer a lot, but most of the "popular" schools offers at least NC II, my question is, what is NC II and what good will it bring to my brother?magkakaron ba sya ng edge to work in a ship or outside the country if he has this certificate?
