What you're thinking about is bleaching, not whitening. Bleaching is dangerous and that is why it is illegal.

You can try products whose ingredients contain BHA, AHA, vitamin C, niacinimide, arbutin, kojic acid, or retinols. And on top of that, use sunscreen so you will not tan.
