Next time picnic din ako Mahatao Lighthouse then watch sunset sa Rolling hills dun daw maganda mag-abang. Dahil cloudy di ko nakita kaya kelangan ko bumalik.

Walang public transport sa Batanes so I guess rent a bike, motorbike or pahatid and sundo kayo sa tricycle. Just ask your lodge/inn para matulungan kayo sa transportation sa gabi.
Here's a review of restos you mentioned. Btw, some restos libre ang meal tour guide or ang tricycle driver nyo. I will mention sa baba kung alin yung mga may libre.
1. Vatang Grill and Restaurant - this is far from main town. lagpas pa ng Mahatao ito. Siguro 20 to 30 minutes by tricycle. Slower by car kasi may speed limit sila. If you're coming with a tour guide, libre si tour guide sa food dun. Food is okay naman. Around 150 to 200 per ulam ang meal.
2. SDC Canteen - this is within town lang. sa may park. Pwede lakarin if around town ang lodge nyo. Okay dito mag merienda, not meals kasi medyo mahal ang meals pero lugaw, bbq okay lang.
3. Bunkers Cafe - as sis Zasha said, this has been closed for some time now. They cater weddings and other special occassions.
4. Casa Napoli - I like their pizzas but hubby doesn't haha. Chicken is nice rin. They deliver to lodges. Malayo layo rin kasi sila from town. We bought pizza and chicken and went straight to the white beach during an afternoon.
5. Pension Ivatan - Good food. Average 300 per person. Try their coconut crab and beef menus. Batanes beef is the best. Meron rin silang parang boodle style na platters. This is in town lang and malapit rin sa park.
6. Sabtang Seaside - Do you mean yung sa may beach sa arch? Alam ko by request ang meals nila and sakto lang lagi for the tourists na naka plan ang tour. Okay rin ang food nila.
7. Octagon Bed and Dine - we have eaten here several times na. They have good food and may wifi rin sila. If going for dinner, pa reserve ka. They also offer coconut crab pero by reservation. Don't try Lunis dito dahil matigas! Try their lobster.
Other recommendations:
1. D'Island Resto - this is located sa nagiisang gasoline station. Always by reservation ang dinner. Not sure sa lunch. Try their coconut crab, you can request kung ilang kilo lang para di mahal. Kahit less than 1 kilo. The best ang Lunis dito and also try their green rice.
2. Jessica's - They offer pre-packed dinner meals na nasa dahon for 300pesos. Hobbit style. Although it contains your normal Ivatan food which is mostly crops hehe. The package consists of Paco Salad, Lunis, Turmeric Rice, Uvud, some other ulam I forgot, and a dessert. Libre si tour guide dito.
3. Beehan - this is within town and less than 100 ang mga meals. Around 80 pesos ulam and rice. Normal lang pero masarap naman. May mga burgers din.
4. Fundacion Pacita - expensive but great food. Try their tuna au poivre, pumpkin soup, calamansi pie, roasted chicken, hot choco.
