Birth cert and CENOMAR better apply within 6mos prior to wedding. I'm not sure kung may validity ito in terms of license application. But if some say 6mos, then better do it as soon as pwede na just to get it out of the way. Sa SM, 14 working days ang processing. remember may Holy Week and baka kung ano pang maging biglaang holiday. or baka (wag naman sana) magkaproblem,  so better apply as soon as possible na.

License is 120days valid, I think.  Apply na din agad once you're within that mark. Mas importante yan kesa sa meeting with coordinators, florists, etc. If we can make time for the preps, we have to make time for the legal requirements Ăś

i'll do that sis and since we're in the 6th month prior, i'll start na. question lang, kasi isa sa requirement ng ML is attendance sa seminar di ba? pano kami makakakuha ng schedule and need ba ng personal appearance namin ni h2b?

I'm a bit paranoid. One of the requirements in securing a marriage license is attending a Marriage Counseling and Family Planning seminar at the municipal health office. However, upon submission of our requirements for the license, we were told that we can simply submit a certificate from our church that we attended the required (pre-cana) seminar there.

Has any of you encountered the same thing? Pwede ba talaga? I'm a bit paranoid. Fiance said that the municipal officer won't suggest that if it's not allowed. Thing is, municipal officer is their neighbor/family friend. Is that really valid? Or may hocus pocus involved? Hehe.  :o

Oh crap, we're just starting to get all the requirements and our wedding is on June 6. Now I'm getting scared. So far, I already have my baptismal certificate, confirmation certificate and have ordered birth certificate and CENOMAR from the NSO website. Once that's done, saka lang kami makakaschedule for seminar sa city hall no? We'll be registering in QC though wedding will be in Makati.

^Hindi requirement ang seminar sa inyo sis? Sa amin kasi it's listed as one of the requirements, but it's not indicated in the list that they can accept (pre-cana) seminars in lieu of marriage counseling and family planning seminar.

^^Ah. Really sis? So maybe it's not that important, or at least it probably depends on the city/municipality.

^I wanted to be safe so we asked for the requirements. I'm just a bit paranoid of course I don't want to encounter any problem because of a certain defect caused by non-attendance in the said seminar.

Pa join in this thread, mga sis. For those who are planning to get their marriage license from Paranaque City Hall, this was how it went for us.

We went to the local civil registry last December 2014 for the application. The form itself was crazy because you had to manually write everything down on several copies (3 ata yun) as it had to be all original. My hubby was complaining all the time because he was tall and so had to bend to write, and he wasn't used to writing anymore so he couldn't understand why the registry could not just type the information required. I told him that in the appli pa lang we were already being observed, like a test, if we could make a marriage work; that shut him up  :)

So we go to have the form notarized, which was cheap naman, and then to pay the city hall. Gosh, that was a really awful experience, because it was tax season so the treasury was sooo full of people waiting for their turn, it was crazy! After 2 hours, we were finally out of there.

Eto na, I thought that was going to be the worst na. But no, the scheduling of the judge was worst. The clerks at the regional trial courts were your typical government employees, so bored with their work that they don't really understand why the process and the papers are required. One lady in particular kept on asking so many documents from the local civil registrar, which was in the ground floor. The thing is that in my experience, local governments in this country (with the exception of those who had achieved world-class levels of public service and unfortunately there are only a few) are still riddled with incompetence and inefficiency, mainly from clerks who are there only to get minimum wages. Anyway, after about 3 times going up and down the building to and from the local registry, I lost my temper with the RTC clerk. My hubby was sick at home so wasn't with me, and I was in danger of taking another leave from work because of some person's incompetence. I lost my temper (I must say it was Christmas so people were lazier than usual), but miracles of miracles, people sat up and worked much quicker!

Next day, we returned for the counselling by the local welfare office. It wasn't even 21st of December yet, but we were told the office was closed for a Christmas Party! At 10 in the morning! And worse, social workers were doing the karaoke in the office! We marched back to the local registry, and told them the social work and development office, the one that gives the seminar, was closed, without any notice whatsoever. It was the local registry officer who was our angel that day; she told us to go back over there and insist that they give the seminar because they should still be open.

The social workers were forced to hold a seminar on threat of filing a complaint. Anyway, the seminar itself, which we attended with several couples (about 10 others), was a waste of time, if I may say so. It was appropriate for very young couples who needed to be told about family planning, who did not yet have stable incomes and so must often have to endure living together with in-laws, and those who may not have any inkling yet about family responsibilities. But we stayed for the certificate, which (hurrah!) we got after 30 minutes.

So all in all, that process was stressful but necessary  :) It also made me realize just how far our city hall still needed to achieve to even come close to some local governments  :)

Hi sis marelen! May caveat lang ako with our experience kasi nga December kami nag-apply kaya medyo stressful. You will need 1 day with your fiancée to make the personal appearance for the marriage license application, including the payment at the city hall. It will help if you already bring all the required documents so that you can finish your application in just that day.

Then the local civil registrar will ask you to return after 10 days (I think). So you need to have another leave  to get the marriage license, and another leave for the seminar. The social welfare office only has 2 days in a week (if I remember correctly) for pre-marriage counselling. You may wish to schedule getting your license on the same day you will have your counselling. After the seminar, you bring all the papers to the office of the mayor or the RTC. Then of course another leave for the civil wedding itself.

CENOMAR is valid for 6 mos, marriage license, upon issue is valid for 4mos (kailangan makapagpakasal within that 4mos)

Hope it helps.
