I think it's a Heart Rate Monitor (HRM) unit.  Some models comes in wristwatch form while others comes in armband forms.  Some HRM models have features that measures how much calories a person had burned during exercises.  Depending on features and brand, cost can be anywhere between 1.2k to 15k.
