^IMO, not really. remember PBB? suuuppeerrr daming documentary requirements. Etong SPMS, parang PES lang rin eh. is there a BIG DIFFERENCE between the two? yung fill-upan na form ng SPMS tapos ng PES parehas lang. Although ang emphasis raw ng SPMS ay quantifiable/tangible outputs, so if you don't produce anything quantifiable, babagsak ka sa ratings.

Like for example, your supposed output is a policy brief. the rating would be based on how many revisions were made before the brief is finalized. if no revision/1 revision, you get a score of 5, and so on. who gives the rating? yung pinagsubmitan mo ng brief, ie your director/boss. WHAT IF, ugali ng boss na di maglabas/mag-approve ng output jsut for the heck of it? you know, parang may sumpong. so ano yun, bagsak ka sa rating nya..hehe

parang ineestablish lang nitong SPMS yun palakasan system. eventually, eto nang SPMS ang magiging basis raw ng PBB

^ Anufangava?  It's actually the same as OPES na dapat merong tangible/countable results -- masyadong paper-heavy naman di ba and to think everybody else is going green.  Tinanggal nga nila tapos ito naman pala ang ipapalit.  Ito din ang magiging basis ng performance appraisal reports (PAR) at ng bonus din nga!  Eh subjective pa rin naman yung PAR!!!!

I don't see the logic really tapos sa aming agency pinilot test na ni hindi man lang humingi ng comments.  Sabagay, humingi man sila ng comments eh yung gusto lang din naman nila ang nasusunod.  I wonder if the people who are implementing this eh naiintindihan nila kung ano ang ginagawa nila.  Kasi ako na dating gumagawa ng OPES eh hindi ko maintindihan and I am doing it just for the sake of it!  Walang learning kumbaga.

I remember noong nilaunch ng CSC itong OPES ang binigay nilang example eh how many Christmas cards were sent and delivered? Imagine pati yun gagawin mong accomplishment -- eh puro papel na lang yan!  Tapos paano yung administrative support katulad ng mga telephone operators at drivers eh wala naman silang tangible output na maipapakita -- I know kasama na ito sa 50% na exemption but still......

Panakot nila yang lintek na performance based bonus(PBB) na yan eh.  Pag hindi nakapagcomply, hindi entitled sa PBB, kaletsehan lang!  Lahat na lang kinarga doon -- Citizen's Charter, client feedback mechanism, etc...  imbes na padaliin ang buhay ng mga kawani ng gobyerno eh lalo pa nilang pinapahirap at pinapa-complicate.

oh my gosh..may bago nanaman ba na pagagawa para sa PBB? Yung agency nga namin sabi qualified / entitled na for PBB, ang prob daw ay wala pang pera..pwede ba yun? parang di kapanipaniwala samantalang ang dami dami pa rin nilang pinapagawang documents.. Ngayon nga lang kakatapos lang ipagawa yung mga docs para mag qualify daw for PBB 2013.. hay naku wala pa nga yung 2012..binansagan na nga na ang meaning daw ng PBB ay Pa-Balik-Balik..hehe.. Susunod na nga raw ay PES kaya pinapaready na..

^sis better if may backer ka na malakas sa loob kasi although some of our sissies here find their luck without a backer mas madalas pa rin as in madalas maignore ang application kahit qualified ka kasi yung mga nasa loob ( employee ) naka-line up na sila dun sa vacant position and worst kapag yung nasa taas may gusto ng ilagay sa position na yun. sometimes they'll post it as vacant but the truth is may naka alot ng tao para dun. not a government employee here pero ganun yung nakita kong kalakaran dito samin from LGU to Post Office to BIR kasi may backer ako pero ako na mismo umayaw kasi hindi ko matake yung naririnig kong "apo yan ni sir"

^ & ^^, usually kapag may vacant na position, nakapost yan sa website ng mga govt agencies. And ang kalakaran kasi, once a position is vacant, meron tinatawag na next-in-rank employees, yun mga "insiders" na una munang kinoconsider for the position, rather than hiring newbies. now, if walang interested or qualified sa mga next in rank sa vacant position, dun pa lang kumukuha sa pool ng prospective applicants na outsiders. dito sa office namin, di naman uso yung palakasan para makapasok ka. nagiging effective lang kapag meron kang kakilala dito sa loob kasi nabibigyan ka ng tip na may vacant pala. may sinusunod rin kasi na process ng hiring, promotion dito. siguro yun "backer" mas rampant sa mga LGU offces, but not necessarily sa mga national govt agencies.

Just my two cents :)

nakakalungkot na nakakainis lang. someone told me that a head of one GOCC has a trip to Brazil sponsored by the World Bank. ang siste, the plane ticket is economy class. at the height of Yolanda, this agency head insisted on flying business class. syempre sagot na ng kumpanya ang upgrading. the cost? P230,000. pwede namang economy class na lang siya, gusto pa ng business class. itinulong na lang sana sa mga biktima ni Yolanda. tsk.tsk.

I heard from other thread na yung Pnoy bonus ay 5k na lang, when weeks ago, nagpress release na ang DBM na buong 10k ang ibibigay nila.

babawasan nila ang bonus? idadahilan e ibibigay sa victims of Yolanda? e pano ang mga kagaya ng agency head na ito na luho lang ang pinapairal? hay...

dapat naman, ibigay sa mga empleyado ng buo yung bonus nila. we work for it naman. we can sacrifice not having christmas parties, or the likes. pero yung bonus, sana buo naman. kung gusto ng individual na i-donate yung bonus nila, good. pero wag naman agad bawasan. may pangangailangan din tayo.

^^Ano po yung link ng Press Release saying na P10K ang PNoy Bonus? As far as I know, since last year, P5K na lang talaga ang bonus. And hindi "PNoy Bonus" ang tawag doon but rather Performance Enhancement Incentive. Kami kasi sa NGAs, P5K lang natanggap last year. Yung other P5K na tinanggal sa PBB napunta na subject to approval pa.

as for the Housing Agency na nag-insist ng business class ang flight,  Napaka-insensitive naman niya. I know na head of agency siya pero kung si Sec. Robredo nga nagco-commute going to work, bakit di siya makapag tiis na mag-econo class? Siguro kaya ganyan siya, corporate funds ang ginagamit nila for travelling expenses. Hindi naman kasi sila subsidized ng government for their operating expenses. I'm pretty sure galit na galit rin ang mga employees ng agency nila if ever they found out about that person's attitude.

mga sisses, question regarding 13th mo. pay. i started to work in government in september. totoo ba na hindi na ko makakareceive ng 13th mo. kahit pro rata lang? sa private kasi entitled ang newly hired employee prorated nga lang. TIA :(

hanapin ko yung article re:10k, and yes, a few weeks ago lang namin nabasa, even had the article printed out. And oo nga, last year 5k lang, kaya 'yabang' ni Abad sa article kasi lalakihan na daw this year.

Sis, ang cutoff yata ay July or August, so you have to be in service before end of those months para maentitled kahit pro-rated.

Signing in! :) tanong lang bakit kayo nagtrabaho sa govt? :)

Nilinlang nila ako haha they say na magreceive ako ng monthly subsistence and laundry allowance and hazard pay so nag go na ako kahit maliit ang basic kasi magiging same narin ang income ko for a month kapag inadd ang allowances. But ang nakakaloka, minsan sa isang taon lang pala nila naibibigay ang allowances ng employees. And habang tumatagal, pawala ng pawala ang mga benefits. Ang sakit sa ulo.

Yes sis. Ang rule kasi dapat at least four months of service as of October 31, 2013 para maentitle.

And hello pala mga sis, I'm from the government din!  ;)

As regard sa head, hindi ba extravagant expense na iyon???? P230,000 is very extravagant per se.

actually nagoyo din ako nyan. pinost ko pa nga sa facebook pero after few minutes binura ko rin kasi nakita ko sa comments section na 2 years ago pa comments nila. so malabong this year iyong article. then after a week lumabas na naman iyong parehong article ibang date nga lang. sabi ko tingnan nila iyong comments section dahil matagal na iyong article at malabong recent lang iyong balitang 10k bonus.
