« on: January 13, 2010, 01:48:26 pm »
Sa mga girltalkers na currently DOST scholars at pati na rin sa mga graduates na..eto ang bahay natin..

Share natin ang experiences being a scholar..yung advantages at disadvantages..

I find being a DOST scholar a disadvantage more than an advantage. I was only a DOST scholar for 2 years. As we all know, the number of years that you were a DOST scholar should be the numbers of years that you should render service in the country, and that it should be related to the course that the scholarship covered. But since I decided to pursue a career which is different from the course that DOST covered for, I can't get a clearance to go out of the country. They are asking me to leave a cash collateral, which is really a huge amount, or pay cash to be able to permanently leave the country. Terrible!

I passed the DOST scholar examination then. However, I opted to leave the opportunity because of change in priorities. The course that I wanted to pursue then, even though it was science-related was not included in the list. So I chose to pursue accountancy.

Is that legal (hold-departure order)? Lalo na since we were minors when they made the contract with us.

si grumpy, as far as i can remember, your contract is also co-signed with your parents. meron dinn briefing for the parents before you avail of the scholarship. for me, it worked on my advantage.  yes, nahirapan ako kumuha ng nbi clearance and passport, and lahat yun nagawaan ko ng paraan. i asked for a clearance from DOST mismo. now, i have plans on working abroad since si hubby ko may opportunity, naasikaso ko na mismong clearance ko that i served 4 years already in our country, ayun, i got my certificate and ok na rin daw yung hold departure order ko. cleared na ako. just in case magkaprob daw ako, just show them my certificate lang.

Yes, my mom signed my contract. I remember that. But really, is that legal/enforceable? Basically, our lives were planned out by people other than ourselves? Much moreso, they planned it out when we were minors?
I mean, I'm very thankful for my scholarship, don't get me wrong. I've done my time as well but at 16, 17 years of age, do we really know what we're going to be doing or want to be doing 5, 10 years from now?
I think DOST needs to seriously reconsider their process. Maybe instead of outright scholarship, they should offer a loan forgiveness program.

well, ganun siguro sis pwede since gobyerno naman nagpaaral sa atin. kumbaga, may utang tayo sa gobyerno so i think it's legal that they can do such thing. wala din naman akong kakilala na nagsampa ng kaso laban that because first and foremost, nasa contrata yan. if they don't agree with the contract, then don't avail with the scholarship. i think lahat naman ng scholarship may kapalit eh, whether private or government scholarships. sa dost, ito lang siguro ang macoconsider nila as bond.

i dont find it naman as disadvantage, ah lets still face the truth about this, sila pa din gumastos sa pag aaral natin and besides isnt it right to serve the country, ah mas lalo na siguro tayo na pinag aral nila..

ah im one of the first batch of the DOST scholars, yeah they hold me for a couple of years after i garduated but i still got my NBI and passport and  a tourist visa. I think dapat lang himingi ng clearance..

haha.. i remembered when i was still a student ( and also a scholar) naiinis ako sa kanila, but then after __ years of graduating, i am thankful pa din sa kanila... ang drama but thats the truth about it.. :-)

Work rendered in the Philippines should be related to the course you took under DOST scholarship.  So ibig sabihin even if you have been working in the Philippines for the longest time, but it's different field, like for example, call center job, then they're not going to give you clearance.

so I'm a bit confused re: inability to get out of the country.
Meron bang hold-departure order on DOST scholars?
I was able to go in and out of the country naman without having to obtain clearances from any agency.

mga sis, just a clarification. you can go out of the country po anytime. the hassle there is mahirapan ka kumuha ng nbi clearance, passport and even in immigration sa airport mismo. what i did, i just got a clearance from dost that's why i was able to get my nbi clearance and passport. i haven't been out of the country yet but i have friends who were put on hold in the airport because nakalusot sila sa nbi clearance and passport. but once they got the clearance from dost, go naman. yung clearance pala stated there the purpose of your travel (i.e. vacation. when you declare for work, that's when they ask for bond). actually, i report every year to dost (serving period after i graduated) so that they would know my whereabouts and the status of my work. so there, you can always go out of the country. just ask for a clearance. d naman mahirap humingi ng clearance. you ask for it then in less than an hour, pwede na nila ibigay sayo. the clearance, i think, serves as nagpapaalam sa dost. i have friends who were able to travel in and out of the country, work related or not while serving post grad in dost.

sis diwata, i don't think so. i work in a call center and so far they credited that.

freeswan ~ Really?? I'll go ask nga. Kasi this is my dilemma eh. I was supposed to go to HK before but didn't credit my job in the call center as work experience. I'll call them tomorrow. Thank you so much for the information ;)

naku nabother naman ako na baka harangin din ako sa airport, balak pa naman namin mag hongkong.

although before, kumuha din ako ng clearance sa DOST para maka-apply ng NBI clearance, which i used for my passport.

e di dapat dala ko yung clearance ko sa airport just to be safe noh?

i thought kahit ano job pwede basta you are working here in the philippines?

Pasali dinpo ako. DOST Scholar din po ako at ngwork din sa call center for 6 months. When I applied for clearance, sakto 4 years yung service ko including call center experience. Wala naman naging problem. I got my clerance last year because I was planning to travel abroad but then I enountered another problem, may mali pala sa middle name sa birth certificate ko. Need to fix that, too.

hi girls!
thanks for this thread
2000 Grantee here! :)
pareho kami ni hubby :)

i was able to secure our clearance na from DOST and BI

Steps in securing DOST Scholarship Grantee Final Clearance

1. go to DOST SEI in Bicutan with photocopy and Original copy of your Certificate of Employment (no of years equivalent to your years of service as stated in the contract)

2. Accomplish forms sa SEI and wait for three days for release of the clearance. I was able to process kay hubby na rin. So no need for him to go there personally. Two copies will be given. One will be submitted to BI in Intramuros for lifting of the ban. One copy shall be kept, only photocopy will be submitted to NBI if you want to secure NBI Clearance.

3. Sa BI, proceed to window 12. If di pa nasubmit ng DOST yung list sa BI, you will be asked to come back after three days. Pero kung nasubmit na ng DOST yung list ng nagpafinal clearance na, BI will just receive your letter from DOST. Tatatakan lang nila yun.

4. Sa NBI, may hit pa rin pag kumuha ng NBI Clearance. So you'll be back after three days pa rin. After mo masubmit sa Quality COntrol yung photocopy ng letter from DOST, ok na :)

i hope i was able to help :)

personally, i see no problems sa bond ng DOST
we were able to work pa rin naman on our choosen company
may ibang scholarship kasi akong nakuha rin dati pero  they will require you to work under them once you graduated
saka if opportunity really arise and you really have to work abroad,
you can always pay naman DOST
with interest nga lang :)

i have a friend na nagtravel outside the country
he paid the remaining 4 months left out of his years of service
he was given travel clearance
pagbalik niya dito, he was able to refund what he paid and later got his final clearance na rin :)
