Your placement of the word stress for photography is correct.  But the actual pronounciation is fuh-tog-ruh-fee. The second O is more of a circumflex O rather than a long O.

Actually, I've heard several native English speakers say govern as "guhv-ERN" with the stress on the 2nd syllable. They normally pronounce it as such if they're using the word govern as a verb.
