I'm a guy but I had an ex who squirts.  So, I had researched about it.  Its technical term is Female Ejaculation. 

Yes, it can be regarded as cum or ejaculate.  It is not pee or urine.  You will notice that if you leave the squirt on the bed sheet for a day or more, it will not have any odor.  Urine would "spoil" and would smell bad.  So what is it?  I've read that it is more of Alkali.  It's is a clear liquid that often coincides with the contraction of every orgasm.

So if it's not pee, where does it come from?

There are sponge-like skin tissues near the G-Spot, or just behind the Clitoris.  During foreplay or stimulation, the liquid gets collected there.  At the moment of orgasm, these get "squeezed" and the squirting occurs.  To differentiate, pee comes from the Urethra which is in front and below the Clitoris.

The reason why others could not squirt or even reach orgasm is because the Clitoris and its sensitive parts are not stimulated enough.  A lot of individuals and couples should unlearn the misinformation they get from porn.  For female cum, it's not about going deeper, harder and faster but the opposite.  Stimulation should be shallow, more on the surface, more gentle and longer.
