Picasa - user friendly at pwede mag edit ng eyebags, pimples, etc.
Pixlr - they have desktop app din, eto maraming filters parang instagram

If you're familiar with Photoshop the closest you will find is Gimp. I use Paint.NET for minor or quick edits.
