As for the REPUBLIC ACT NO. 8485, it only pretty much talks about
a person (
human being)
DIRECTLY causing harm to animals in any form or manner, with the inclusion of course to some exceptions (covered under the same section).
SECTION 6. It shall be unlawful for any person to torture any animal, to neglect to provide adequate care, sustenance or shelter, or maltreat any animals or to subject any dog or horse to dogfights or horse fights, kill or cause or procure to be tortured or deprived of adequate care sustenance or shelter, or maltreat or use the same in research or experiments not expressly authorized by the Committee on Animal welfare.

Sure, another option is to work it out in the barangay (as if they can do anything to mediate properly anyway) or talking some sense to the cat's owners directly for an amicable agreement (note:"
areglo") to keep their cat from pooping on TS's lawn but what happens if the cat keeps doing it? Malamang magkainitan ng husto ang magkapit bahay and who knows where their argument might escalate to. Remember, hayop yan hindi tao na basta lang mapapangaralan at madadala right away and it's not like you can stop it either. Buti sana kung madali mag train ng hayop eh ang kaso hindi naman. Keeping a dog loose inside her property to chase out the cat for good will pretty much make the cat go away for good - it's a good deterrent too against akyat bahays don't you think? And if she does decide to get a dog, train it to poop in their neighbor's doorstep so quits lang di ba?
If it was me, I'd stick with my original plan, grab any left over fish from my fridge, fill it with rat poison tapos throw it out in the road and wait for the cat to eat it. That way, it'll appear that the fish was taken by the cat from someplace else like other people's garbage and no evidence pointing to me. Much practical and very easy to pull off. Azucena pano pa kaya ang pusa. Laws like animal welfare act only applies to those who get caught (SEC.9) - especially to those fancy exotic animals discovered stashed and smuggled in container yards in piers/airports. Simple as that.
And no, I'm not trying to be funny nor attempting to pass off as someone amusing, just someone wanting to get his message across. Remember, the issue here is on how to stop the cat from sh!tting in her property. Who cares about an animal's well-being when it is causing more harm than good?
