UP-Cebu is still UP, the country's most prestigious state university, so I would choose UP.  I am a little biased because I am a UP alumna.   Your daughter can transfer to Diliman next year provided she meets the required GWA to transfer in the course that she wants to take.  There is a BS Math course in Diliman.
