true sis. mas gusto ng taga dpwh makuha ang cut nila kaagad sa contractor without analyzing the effect kung seawall lang ang irerepair. they should have known all along that the 2 breakwaters should have been rehabilitated to prevent rogue waves from going over the seawall sa baywalk. they're engineers - structural pa naman ang iba dyan for pete's sake! kaya nga tinatawag na 'break water' e. baka gusto pa nila iphotoshop pictures nila sa breakwater!
Pre-emptive water release is also not good.
